The following is an excerpt from the Conservation Authority&#039;s Report on Protecting New Zealand&#039;s Rivers November 2011.
&quot;The Environment Canterbury (Ecan) Act 2010 has created a separate regime for granting, amending or revoking WCO&#039;s in Canterbury. Firstly it changed the statutory test and removed the primary purpose of protection.It makes the assessment of an application subject to Part 2 provisions of the RMA (sustainable management) rather than Part 9 (emphasis on the protection of outstanding amenity and intrinsic values)......
The different statutory tests in the Ecan Act for a new WCO or applications to amend an existing WCO in Canterbury mean &#039;significantly less weight&#039; is given to the requirement to preserve and protect nationally outstanding waterbodies, and greater weight is given to potential abstractive uses of water.

		<description>A water wish for me as a person living in Canterbury  would be to
leave Lake Sumner as it is,  i.e a natural environment  for all to
enjoy now and in the very distant future.  I can see no long benefit
of building a dam. The calculations done are on paper only and seem to
focus only on short term profit. (and even this is is not proven
fact).  Once a natural environment is destroyed it is destroyed
forever.  Please think very carefully on these issues.
